Solar Victoria — the main pathway
Solar Victoria is the state government program offering rebates for solar panels, solar batteries, and solar hot water (including heat pump hot water systems). It's the biggest single source of upfront savings for Victorian homeowners going electric.
Hot Water Rebate
- Up to $1,000 for eligible heat pump systems
- Up to $1,400 for selected Australian-made products
Solar PV Rebate
For homeowners installing rooftop solar — discount applied at the point of install.
Solar Battery Loan
Interest-free loans to help cover the upfront cost of compatible home batteries.
Eligibility (for the hot water rebate)
- Household income: under $210,000 per year
- Property value: less than $3 million
- Existing system: at least 3 years old
- Ownership: owner-occupier
- Previous rebates: no prior solar battery or hot water rebate claimed at the property
Victorian Energy Upgrades (VEU)
The VEU program offers discounts on energy-efficient products and installations, including heat pumps and reverse-cycle air conditioning. It typically reduces out-of-pocket cost by ~$500 on a heat pump install. It can also be substantial for replacing ducted gas with reverse cycle:
- Replace ducted gas with reverse cycle: $2,450 – $5,180
- Replace electric resistance ducted: $5,040 – $7,700
- Replace existing reverse cycle: $630 – $1,680
- New install: $210 – $700
Federal STCs
Small-scale Technology Certificates are a federal incentive. They apply nationwide and the discount varies based on system efficiency, location, and system type. They stack on top of state-based rebates.
You can usually combine Solar Victoria + VEU + STCs on a single install. The actual savings depend on your circumstances, but it's not unusual to see total rebates of $1,500–$3,000+ on a single heat pump or air-con upgrade.
How to apply
You don't apply directly. Your installer applies on your behalf. The process looks like:
- You request a quote
- Installer checks eligibility against each program
- Quote includes rebate values factored in
- Install proceeds once you accept
- Installer submits paperwork after install — rebates are applied as discounts on the final invoice
